The service to be supplied by the company shall cover all electric power and energy requirements of the member/owner, except that the member/owner shall have the privilege of installing a "stand-by" or emergency plant to be used whenever the company, for any cause, may not be able to deliver service: In such cases, the company will permit the member/owner to make suitable connection by his/her own lines to his/her stand-by plant for the utilization of his/her stand-by plant only during the period of such inability of the company to deliver service. Parallel operation of the member/owner's generating plant with the company's lines or service will not be allowed and the member/owner's wiring must be so arranged that such parallel operation will not be possible except as defined in Rule #23.

The member/owner shall construct, operate and maintain its facilities or cause them to be constructed, operated and maintained, in a manner conforming to all existing safety codes, regulations and best engineering practices.  Failure to comply shall be cause for disconnection of service.

The company will not supply stand-by or breakdown service to member/owners whose premises are regularly served with light, heat or power from a source of supply other than the company. Stand-by service will not be supplied to any system, business or service regularly used in competition with the service of this company or where such stand-by service is desired or intended to be used for resale or redistribution except as defined in Rule #23.
